Get on Worldcat and start digging. I see that the Syracuse University copy is checked out (you must have it). Seven University of California campuses have it, but they all look like the Kunzelman piano reduction (1987). One library in West Yorkshire seems to have the full score, but there is this curious description:

"Messa di Rimini 1809, for soli
S(S)ATB, chorus SATB, 2 oboes, 2 horns, 2 violins, viola & b.c.
(cello/double bass & organ)"

How come no clarinet? Rossini loved the clarinet. Dunno, but ya gotta love the Internet!
