Your barrel shrinkage is probably temporary, due to dryer indoor
conditions during the winter. It would likely recover by spring or
summer. In the meantime, you can create a humid environment in your
case by using a Damp-it, or using the solution I love - putting fresh
orange peel in your case. Get the thickest stuff, and put it all
around your clarinet. Should solve the problem in a couple days, and
the case will smell great. Replace when dry and/or moldy.

If that doesn't work, you can shim it yourself with one (usually all
you need) or two pieces of cigarette paper. Hold the paper with the
non-glued edge around the barrel. This should make it about 3/4 of
the way around. Then slide the ring first over the paper, and over
the barrel. If it still slides off easily, try a second sheet. If
it needs more than that, it won't recover with moisture, and should
be taken to a repairman.
