I don't know. I sent the page to Howard Klug who played through it. He
couldn't identify it but said "It's kind of weirdly tonal and seems to
have been written by a non-clarinetist to judge by the awkward tremolos."

The lack of any rests suggests to me that it was for solo clarinet. If
it was from an etude book it would have had to have been the first piece
in the book since the previous page was page 2 (and we don't have the
first page).
