A 'flash' of copper is often used in plating as an intermediate layer - it
can be plated very well to many substrates, and the plating material in
turns adheres well to it. It acts to prevent the delamination of which Dan
spoke earlier.
Nickel-silver, however, is more usually the substrate, on which chromium is
plated. It is not often the plating material. Nickel-silver and chromium and
silver all look very different to me, but then, I was trained as a
metallurgist!
As was said, many earlier and some modern instruments' keys are solid
nickel-silver (which contains no silver). I personally quite like the
appearance. There is no plating to wear, the metal has a good grip, and when
faded can easily be buffed to a like-new appearance.
But yes, both silver and nickel cause allergic reactions in some people.

My 1996 R-13 has copper underneath the top layer of the nickel-silver.
It shows as it wears through. It doesn't look very a good. The keys on a
friend's 50 year old R-13 look much better than mine.
