The original orchestration of Peter and the Wolf included a clarinet in
B-flat that had the extension down to low E-flat. The A clarinet's
usurpation of the part derives from the fact that so few American
clarinetists had the extended instrument. I did, and played it that way on
a number of occasions.

A few years ago I was present in Colmar, France when the Russian National
Orchestra was giving a concert, and after the concert I spoke (though an
interpreter) with the principal clarinet player. His B-flat had the
extension and I asked him how the Peter and the Wolf was done in Russia
today. He said he did not know how it was done in general, but he used the
B-flat clarinet.
