I think, by and large, the writer elevates his own personal musical taste to the level of universal fact and then wraps around that his distaste for arts subsidies. Perhaps he could consider setting up a musical 'Tea Party'. It reminds me of the so-called 'Stuckists' movement within the UK which reacted against conceptual artists - there may well be many glimmers of truth within what he writes, but the overall impulse is entirely negative and destructive. So yes, there are some who 'will disagree'.
