The only way I know is to read pdf files using Neuratron then reading it
into Sibelius where you can edit it. They usually do need quite a lot of
editing, though.

Or teach him to transpose off the bass clef ...

Can anyone assist me in how to convert txt or pdf files into a midi format?
I'm having to transpose all of the bassoon parts to Bb for my youth symphony

this year due to the my ace bassoonist breaking his arm. One of my
clarinetists will cover his parts until he's healed.
I'm currently using Notation Composer.
