Do your alto and bass clarinets somehow need barrels? Hmmm...

And as for bands tuning to Bb, it is probably because it is an open (no
valves) note for the brasses (and first position for trombone); the note
is also fairly good for the saxes... not too bad for clarinets and
flutes, as long as they tune Bb and F (just my opinion)
