Well yes, but the strings do find it convenient to have their open strings
in tune.

The audience expects to hear an A sounded on the oboe at the start of the
concert so we give it to them. =A0An orchestra will play in tune or out of
tune with or without the tuning note. =A0Bands tune to concert Bb with the
