It is more than tradition.
Strings have to tune to an open string, and A is found on all the string
instruments, I believe.
Many instruments in the band have Bb as a 'home' note with enough tube
length but minimal other things. It's a more sensible note for most wind and
brass. (e.g. on the clarinet, the written B is often flatter than the other
notes).
There are exceptions, of course.
