I downloaded DjVu and got it to view the DjVu Benade article from
https://ccrma.stanford.edu/marl/Benade/. This is what worked for me:

I went to:
http://djvu.sourceforge.net/

If you are using windows, select the windjvu link, which takes you to:
http://sourceforge.net/projects/windjview/
which is a summary page (see the tabs below the WinDjView heading;
summary, files, support, develop)
select the files link, which takes you to:
http://sourceforge.net/projects/windjview/files/
select the executable file: WinDjView-1.0.3-Setup.exe

As an aside, if you ever need to convert pdf to DjVu:

http://any2djvu.djvuzone.org/
push the button at the bottom of the page "Any 2 DjVu"
http://any2djvu.djvuzone.org/ulinit.php?submit.x=82&submit.y=21&submit=submit
Choose whether to get a document from a URL or file and indicate what
type of document you want to convert then click submit.
Choosing upload and default pdf then clicking submit takes you to the
following page:
http://any2djvu.djvuzone.org/ul.php
Upload your file, choose your resolution, OCR option and note that you
understand their disclaimer then click submit
with my Inoue 1995 Shen pdf paper, high resoultion OCR option, I got:
djvu/100831/173.60.119.197/59900.100831235051.djvu at:
http://any2djvu.djvuzone.org/any2djvu.php

clicking the DjVu Libre link takes you to the site to download the DjVu viewer
