Purely a guess, but in the New York metropolitan area I doubt many people are rolling their own, unless it's to make a joint. A drugstore in my suburban neighborhood used to keep a small plastic display case of different kinds of cigarette paper, E-Z Wider being the most numerous. The display case sat behind the counter, to the side, gathering dust. I was the only one who seemed to have a need for the papers. To allow me to select a pack, the clerk would have to make a big show of moving the case to the counter for me, as the checkout line grew.
One day, a woman about my age (I'm 62) asked if I rolled my own cigarettes. I said, "No, I use the papers to blot moisture from clarinet key pads." It was weekend morning in summer. I was wearing shorts, a T-shirt and I was unshaven. She looked at me with wry amusement and said, "Oh!" her voice rising bit and with a smile crossing her lips. I said, "Really. They work quite well for that." She seemed unconvinced. And the rest of the people in line got her drift.

The high-end tobacco shop in this suburban town, on the other hand, only sells papers if you buy tobacco.

But in Burlington, Vermont, a small city that includes a university and a smaller college and that is only a short drive from some very rural areas, there is a cigarette-and-cigar store that sells all manner of special papers. My guess is that few of them are used for cigarette tobacco. But then no one who goes in there is going to be the least bit surprised---or care---what you're buying papers for.
