As a practical matter, this is true; one can make an emergency copy as long
as they replace it with a purchased copy.

This isn't because permission isn't required, but because the copyright
holders would generally give it. It's the published position of the Music
Publishers Association, for example. The subsequent purchase makes it
"fair use" since it doesn't displace a sale.
