Yes. That is what happened with the Lou Harrison work. The printed part
called a bass clarinet in C in the bass clef. And Harrison was there at the
premiere, so I asked him why he requested such an unusually pitched clarinet
and he said, "What!!? The publisher didn't change all the parts for C
instruments into the generally available pitched instrument?"

That was a shocker for me.
