I can't speak to a flute concerto of what eventually became the clarinet
concerto, but the original form of the work was for a basset horn in G, and
the key of the piece was G major. A manuscript exists of that early piece,
which is an incomplete fragment.

I know that somewhere over the last 100 years, the clarinet concerto was
prepared for flute, but Mozart had nothing to do with that.
