First, my sincere thanks to all who have taken the time to share their
expertise and respond to my dilemma! I think I will, if necessary,
integrate the wonderful suggestions presented. To wit, I liberally
coated the barrel with (Muncy Winds) bore oil, with ring on, and left it
to allow time to have effect. This eve, I will no doubt check how much
oil was absorbed, and if warranted apply a second coat. Rehearsing this
eve, I can take/use the stock R13 Buffet barrel. I will most likely
wait three days -- and, if the ring is still readily removable -- will
at that time apply perhaps three tiny dabs of shellac equally spaced to
hold it in place. Thank you again, to all!

Shimming can be done with many materials but there are still problems that I don't like. I can explain the disadvantages of these methods if you want. Gluing depends a lot of the type of glue. Super glue for example is especially bad for this purpose. I found that the best glue for this is shellac. It has all the advantages the other methods don't but without the problems.
