David Schorr is the founder of the Clarinet Institute and a good
friend of mine. His day job is as a lawyer with the Los Angeles
County District Attorney's Office.

I haven't looked at his page holding sheet music for a while now but
the last time I did it was clear that his offerings are scans of
pieces composed and published long before 1921. It is either 1921 or
1923 (can't remember for sure) which most people use as a rule of
thumb to determine if some work which has been around for a while is
in the public domain in the U.S. More recent works and more recently
published old works may also be in the public domain, but the
1921/1923 date offers a good baseline.
