It was the Berlin Staatskapelle. I don't know anything about the Israel
Festival, but I know that Barenboim had tried to put Wagner on the
programme and had backed down after protests from various groups
including the Israeli government. Then in the concert hall, for an
encore, he proposed performing the Wagner and asked for a debate among
the audience to accept or reject the idea. In the end about 50 people
left and the rest (about 1000) remained and applauded loudly at the end.
