Some 35 years ago, I was given copies of some manuscripts held by a state
library in Brno, Czechoslovakia. After several years of work, I published a
paper on them, and the Czech library became very upset. I never found out
why because there were no restrictions about what I could and could not do
with the material. I didn't publish the pieces, only wrote a technical
article.

At that time (and perhaps continuing to this day ) that library and maybe
others, stopped making copies of material. Now, only known researchers can
use their holdings and they have to get permission to go there and use them.
This puts a significant strain on anyone who needs this information because
it requires a considerable expense.

That seems to be happening almost everywhere. The only places that respond
properly to requests for copies are art museums, and they charge a pretty
penny to make a photograph of an item in their collection.
