Hmm ... I don't know what the exact logistics are, but I don't see why
it can't be done on a piece-by-piece basis. Work out the rough costs
per page (or whatever) of doing the scanning(*), then offer people
making the requests the chance to sponsor the scanning for the work(s)
they're interested in. Then make sure that the PDF of the work includes
a nice title page crediting the sponsor(s) for their support.

Even if it _does_ need someone's continuous effort over several months,
you can always still use a sponsorship model like this to raise funds.
It's just nicer for the people interested if you can let them have a
personal involvement with the works they want (and get them earlier).

(* If the IMSLP/Petrucci Music Library can be so successful, I don't see
why it's actually so difficult. Give anyone who wants it the ability to
walk in and make the scan -- if there isn't anybody, fair enough, but if
there is, don't stop them!)
