I agree the problem usually only arises when bureaucracy is involved such as
Local Education Authorities. They try and interpret the law in such a way
that they are bomb proof which has the effect of stifling even "fair use" by
teachers etc. Wouldn't the world be a delightful place if there were no
lawyers or bankers.
