They don't even have to work in music publishing--just know they can
report violations. The Music Publishers' Association has a nice
little form on their website for anonymously reporting these
violations. (http://mpa.org/copyright_resource_center/forms) If you
read it, it asks for you to send in any illegal copies that may have
been distributed to you. That says to me that it's music students and
their parents they expect to be filling these things out--a sobering
thought.
