That's right. When you buy sheet music you are only paying for a copy
of the sheet music, not the right to perform it in public. There are a
bunch of different exceptions to this, which are spelled out in 17
U.S.C. 110. (http://www.copyright.gov/title17/92chap1.pdf)

Some of the more important of these are: 1.) classroom performance,
2.) performance in a church service, 3.) free concerts (no direct or
indirect admission charge), 4.) concerts where the proceeds are used
exclusively for charitable, religious, or educational purposes under
certain conditions.
