No, he didn't. I understood what he meant. What he said is true on the
Boehm clarinet -- namely that C# and F# are 'forked' fingerings in an F#
minor arpeggio, whereas C and F aren't. However, the opposite is true on the
Ottensteiner, which is why his judgement about what Brahms 'no doubt'
preferred is parochial.
