The interesting thing, if you look at the track that the Wizard's cutter
makes on the reed, is that it doesn't actually spend very much time along
the rails - gets there up near the corners ("ears"). My experience is that a
reed is very often more responsive after running Reed Wizard over it, but
you need to have started with a reed that was already playable. It doesn't
do what tools like Reed Du-al, ATG or even plain rush, sandpaper or a reed
knife can do (if used well) in terms of controlling the taper from the heart
toward the sides of the reed.
