There is no cadenza in the second movement. It's an eingang. It's
essentially a short interlude on the dominant 7th chord which returns you
to the tonic. It means, literally, arrival, entrance. It does not
modulate, you do not go off into the key of Q flat major.

I'm just going to wait for Dan Leeson to pop in here though.
