No - there's a correlation between the digital compression and the audio
time delay. There are a number of circuits that delay the audio to match
the video compression/decompression times. The less compression used
(which also enhances the digital picture!) the less "lip sync" problem you
will have.

Stations vary greatly in the amount of compression used (thus the
difference in picture quality even though "they're all digital now").
