You do need something heavy to stop the transmission of sound waves, as has
been pointed out. Foam things are useless. The loaded vinyl would be very
good, and it won't matter where exactly it is as long as it is in the way.
It will be fine under a rug above a floor. What will make a difference is
the area covered - ideally wall-to-wall, and it will decrease in
effectiveness if it is only a small patch.

I've read online about Mass Loaded Vinyl (which seems to work the same way
lead does). From the reading however, it was unclear if this would actually
be effective to just lay under a rug above a hardwood floor. The
recommended usage was to either lay it under the floor or under carpeting.
Any thoughts?
