No, the early basset horns were always a bit larger than clarinets. See
Stephen Fox's web site. And Steve's basset horns, and some others, are
narrow/medium bore, much less than a modern alto clarinet. Some modern
instruments do have a bigger bore and there I'd agree with you, but it is by
no means universal.

Many people think that the modern Basset Horn IS an alto clarinet as
the early instruments had the same bore,mouthpiece and reed as
contemporary A and Bb clarinets. whereas modern instruments have an
alto clarinet bore. In which case the basset notes may be the
determining factor.
