This is not necessarily a stupid thing to do. You have to look at the
harmony to see if it is sensible. I don't have the score, but he might be
doing an enharmonic modulation from C# major to Db major (for example to go
off into flat keys), or he might be modulating from, say, A major to Db
major. The enharmonic change for the clarinet indicates you have to listen
carefully to the harmony to see if your intonation needs adjusting.

In meantone intonation, which is something like what wind players (who play
'in tune'!) use in practice, Db is sharper than C#. Unless you are playing
with a keyboard.

On the other hand, the parts might just be sloppily written.
