I'll have a go at an answer ... my instinct is some kind of variation on
the opening phrase of the concerto, double-speed. The 2nd beats of bb.
20-21 and the 2nd and 4th beats of b.22 are just transpositions of the
opening b.2 phrase (in semiquavers, not quavers). The 1st and 3rd beats
of everything I'm not so sure about.

On the other hand, there might be a connection to bb. 26-27. The 1st
beat of b.20 looks like it's a variation on (the second half of?) b.26
and the 2nd is a semiquaver version of the first half of b.27; the 3rd
beat of b.20 is a variation on the second half of b.27.

So ... a 'bouncy' version that anticipates the cantabile of bb. 26-29
(or, in the solo clarinet part, bb.129-132)?
