Patricia A. Bandy-Smith asked about a step-up clarinet for ~$500.
P - you have your son on a Fobes Debut - a great choice for the $$, IMHO.
For the horn, it's hard to buy used if you can't try it first. I've bought
a pile off of Ebay, but I'm a gambler that way.
You can get a Backun/Bliss/Leblanc from WWBW for $599 - see
http://www.wwbw.com/Leblanc-Leblanc-LB320-Bb-Clarinet-w--Composite-Body-i763
169.music. This might be a good deal.
Also, Tom Ridenouer sells his intermediate horn at
http://www.ridenourclarinetproducts.com/146Bb.html for $625. That could be
*really* good deal, as he's just a little bit crazy to help kids get good
horns cheap.
Both of these are pretty "safe" if you don't want to try the used market.
. . . if you do want to gamble on used, get a Buffet R13 on Ebay and take it
to your favorite repair tech. Unless they're cracked, they can be turned
into a good horn if your tech has skill.
If you're really lucky, someone will sell you one that's "blown out" for
cheap!
