Noblet, signets and Normandys for 300 to 350 so you should be able to find=
a good price on a used intermediate in your area

B-12 is plastic (or equiv). Personally I am against buy new instruments
unless they are professional instruments. It is just like buying a new
car as they are only worth a fraction used.

I bought my son a used R-13 when he was about 13. He is still playing it
11 years later. It was $800 then, probably more now. It would seem to
me it would be possible to find a decent used intermediate instrument in
your area or even an older or less popular pro instrument within your
budget.
