The answer is "no". The tarogato is neither a clarinet or a saxophone.
It is a tarogato. It has the same proportions as a soprano saxophone;
it has a conical bore (so it overblows an octave), like a saxophone; but
it is made out of wood, like a clarinet; and the fingering is basically
the same as the clarinet's Albert system.

The original tarogato predates both the saxophone and the clarinet, but
it was a rather different instrument. Wikipedia and Stephen Fox's web
site both have interesting articles about them.
