I think I got it, thanks to web searches. 
You're thinking of David Atherton.  The standard searches talk about his
conducting, of course, and don't mention clarinet.  But a google on 'david
atherton clarinet' yielded a photograph from the early 60's of a David
Atherton (clarinet) belonging to something called the NYO.   'Something'
Youth Orchestra?  Another photograph in this collection shows Anthony Pay
(Clarinet).

That's not it, but it's close.  It was just before David Peck got there.
And when he did get there, the orchestra folded. So who was the English
conductor/clarinet player at that time???

Even if I knew the name, I have lousy memory right now, and it's getting
worse.

Here are some names to perhaps to jog your memory.
Yaov Talmi was the conductor at the time San Diego went bankrupt in 1996.  I
believe David Peck was principal clarinet at that time.
