Yes, the notes close to the top of the horn are affected tremendously more than those further down. The pad cup under the throat key can be opened. If that pad swelled it would cause flatness of the throat tones also. Being aware of the problem is important. Many, many clarinetists play flat in the throat register and don't have clue. Let us know how you make out. See what your repair guy recommends also.
