I would think it difficult to go past the Uhl Studies. Maybe not all 48 are
playable at High School level, but certainly many of them are and they
provide an excellent basis for clarinet techniques in an albeit conservative
20th century style. I think they are essential for anybody wishing to
progress at College/University level.

The Opperman series is also an extremely good source for fine technique
allied with musical studies.
