Actually, both of you are wrong.

The issue they are trying to solve is the angry impulse -- the sharp
word that you regret later. If you want to leave positive feedback, you
can do that immediately. If you want to leave neutral or negative
feedback, you MUST wait 3 days before doing so. It's a "cooling off"
period, supposedly allowing the buyer and seller to try to come to a
compromise before resorting to name-calling feedback.

The maximum time for leaving feedback is being reduced from 90 to 60
days, not to 3 days.
