NO....not "can"....but MUST....wait at least three days....

They MUST wait three days.....then they have up to 60 days to post feedback.

Between 3 and 60 days.

I do not see a problem here in the changes.

Even now, as the rules read....if the arrangement was "overnight" delivery
and the seller doesn't perform...guess what?...they can neg you. I really
don't see that these changes are any big deal.
