Dear Bear Woodson,
The earliest contrabass clarinet concerto of which I am aware is:
Landre, Guillaume: Concertante per clarinetto contrabasso ed orchestra.
- Amsterdam: Donemus, 1960.

I found this on the Australian Music Centre site:
Sweet-spots : concerto for contrabass clarinet and ensemble / Thomas
Reiner. -2006

AMC Library number: 785.5219/REI 1=20

The Norwegian clarinettist Terje Lerstad has written the following:
OPUS 113 D:=20
ADAGIO FOR CONTRABASS CLARINET AND CLARINET CHOIR(1986)=20
A quite romantic adagio for contrabass clarinet and clarinet choir,
where especially the sound colors in the ensemble are explored. The solo
instrument has a range of 5 1/2 octaves and also uses special
articulation and polyphonic techniques.

There is the triple concerto by Donald Martino for clarinet, bass
clarinet and contrabass clarinet where he uses the 3 as a kind of single
clarinet with hugely extended range but it does need 3 players.

Of concerti for contrabassoon there is:
Kalevi Aho Concerto for Contrabassoon - this has a really extended range
but should be readily playable on contrabass clarinet
Gunter Schuller Concerto for Contrabassoon
Donald Erb Concertino for Contrabassoon
Terje Lerstad: Concerto for Contrabassoon
Vazgen Muradian: Contrabassoon Concerto Op. 86
Harold Laudenslager Concertato Contra
Ruth Gipps Leviathan for Contrabassoon and Orchestra (not exactly a
concerto more of a nocturne)
Ralph Nicholson: Impromptu for Contrabassoon and Orchestra
Daniel Dorff: Concerto for Contrabassoon
Victor Bruns: Concerto for Contrabassoon Op. 98
Roger Smalley: Concerto for Contrabassoon, Double String Orchestra,
Percussion and Harp (IV and V)

There is a good list of concerti for contrabassoon here:

I hope that this helps.
