Lelia,
I just noticed that the digest frequency changed a few months ago when I
had to rebuild the mail system. I don't think anyone in the general
membership would have been able to figure that out.

As it is now there needs to be a certain size to kick off a digest (the
switch in the code that normally would kick off extra digests if the
list was very busy). I'll fix it today.
