Mostly this is due to the speed (or notable lack thereof) of the customs
officials. Every package, either direction goes through these individuals. There
is absolutely no hurrying them. I sent a package from Chicago to London air
mail, and it took 3 weeks to be delivered. I was probably in London within
three days of my mailing it. The rest of the time, it must have just sat "in
queue".

The only way to get a package to go fast, over a border, is to send it by
courier service like DHL or FedEx. They literally "hand carry" the package
through customs.

Of course, this costs a great deal more.
