Actually, common knowledge or not it is taught to beginners and is used
by most people for "conventional" music, but not, for example, in
notation where a key signiature is never used where (usually) every
note it natural unless it has a sharp or flat attached (natural signs
are not required), and in many other genres. However, there are legion
examples where the "rules" are made up by the composer/copyist
seemingly at random.
