Here inb the UK, many of the community bands and orchestras I've been
involved in over the years have a subscription rate. It is used for
purchasing new music, paying for rehearsal rooms, paying the conductor,
subsidising concerts. Very few get donations and even fewer avoid
making big losses in concerts! Annual rates vary from 50gbp to well
over 100gbp (that's approx. 100usd and 200usd respectively). There are
some community groups that manage without subs, but they are rare.

The situation for "school" groups is apalling as the government's
support for music in education is virtually non-existent (that's a big
subject I could go on about for ages ...) so parents pay for it either
directly or through heavy involvement in fund-raising events ... or
both!
