They can still be used, but for ground traffic it's only required that you
can prove you're a US citizen until 2009. Drivers license plus birth
certificate should suffice.

Of course, they may have different rules for tour groups and the like. I
just know crossing the border from Washington into British Columbia in
private vehicles (it's a fairly common trip for us from our home north of
Seattle). That said, we usually take our passports just in case ;-)

Anyone wanting to fly to USA or back to USA needs a passport. You don't
need the passport to enter Canada.

I'm certainly no expert, but our touring company has gone back and forth
between the US and Canada both flying and on buses several times over the
past 2 months, and we were required to have our passports on every trip.
The Customs agents even came on the buses to look at them.
