From your description this appears to be an old Albert System (Simple
system) clarinet, sold by W.H. Palings in Sydney. The maker could be
anyone of a few in Europe, e.g. Czechoslovakia, Belgium , Holland,
Germany. The pitch will probably be a semitone up from concert A. They
were used many years ago in Concert bands. I used to play a "high pitch"
Bb, which was pitched in B.
