There is an active mailing list for people who are interested in
community-based concert bands and wind ensembles. Previous posts are archived. It's a
pretty good resource for this sort of thing. There is a particularly good
(long) article in the archives about how to begin a community group, which might
be just what you're looking for.

Their subscription process is one of the more involved that I have
encountered -- it's done by people, not by computers, and you have to fill out a
little questionnaire (they do this to make sure you aren't a spammer or
something). But once you are onboard, it is a pretty good list.
