Nicholas, Doug's suggestion prompts the question: have you checked around to
see if there already is such a group reasonably close to your area?
Sometimes too many community groups in small area can actually hurt each
other as they end up competing for the same players. If bands already exist
in your area, it might be more effective to offer your help there than to
start your own.

Also, if you aim for a target group that is primarily students, be
absolutely certain to touch base with the music teachers in the local
schools - they can help a great deal with recruiting.

There are probably other organizations in your area (what is your area?)
that have already done this; talk to them. There are directories of
community music groups (e.g. http://www.musicalretreat.org/orchestras.html)
that can get you started.
