One suspects the techniques are the same as for any organization. By
whatever means, you assemble enough players to achieve critical mass,
arrange for a conductor and a rehearsal space, start practicing, and then
find places to put on concerts. You'll need some money (probably initially
collected from the members/players) to play for renting the rehearsal space,
buying music, paying the conductor, and renting concert spaces. There are
ways to avoid paying for some of these - but probably not all of them. At
some point you want to become a 501(c)(3) organization so you can accept tax
deductible donations. Churches and retirement home are common places for
both rehearsal and concert spaces.

You have another layer of things to do if you make it a youth group. Now
you have parents to consider - who can both help and hinder. It takes a bit
of skill to make it the former and not the latter - but the parents can be a
lot of help.

With regard to your earlier question, I would think such an organization
would be a great outlet for those students you are trying to motivate.
Small ensembles might be a good way to start. Give the students (and you)
something concrete to practice and study for.

There are probably other organizations in your area (what is your area?)
that have already done this; talk to them. There are directories of
community music groups (e.g. http://www.musicalretreat.org/orchestras.html)
that can get you started.
