I don't want to generalize as there are many long established community
bands in the United States.

Here in Las Vegas, there are two bands that would qualify and both are
school based. The band at the Community College IS a community band,
with only a few students and members of all ages. There is also a
community-college band at UNLV which has students (not usually music
majors) and community members. There are some high school students
involved, but most are too busy with their own school activities to
participate.

The advantage of the school based groups is they have professional
conductors, music libraries, some instruments, and places to rehearse
(and no fund raising is needed).
